Development of building energy efficiency service systems in China

The contracting energy management (CEM) will be actively developed in energy efficient retrofit of existing large public buildings in China. But the market of energy service companies (ESCO) in China is still in the primary stage. Proposes to establish mechanism of ESCO market access, to establish standard of measurement and verification (M & V), to pioneer new way of financing and to improve technical level of ESCO etc. Points out that the challenges are larger than the opportunities in CEM market of China.
